Manila Observatory Submits Recommendations for the Operationalization of the Just Transition Mechanism (JTM)

The Manila Observatory, through the Klima Center, has submitted a paper titled “Recommendations for the Just Transition Mechanism” in response to the UNFCCC’s call for submissions from admitted NGOs for views on the process for operationalization of a just transition mechanism.

As decided in COP30 last year, the UNFCCC shall “develop a just transition mechanism, the purpose of which will be to enhance international cooperation, technical assistance, capacity building and knowledge sharing, and enable equitable, inclusive just transitions. Building on years of advocacy, Klima’s submission focuses on three key points:

  1. The JTM must be an enabler of domestic just transition pathways; 
  2. The JTM may be guided by the best available science, and Traditional, Indigenous, and Local Knowledge Systems (“TILKS”); and 
  3. The JTM must be a mechanism of and with non-Party Stakeholders.

By embracing these points, the JTM can transcend its role as a mere administrative instrument to a truly transformative mechanism.
