In August 2025, the International Labour Organization (ILO) Social Finance Unit released a report “Financing a just transition: State of play of the sustainable finance ecosystem in the Philippines”. The Report:
- Maps sectoral transition pathways, focusing on energy, transport and agriculture
- Highlights social considerations and financing needs for a just transition
- Takes stock of the sustainable finance ecosystem and examines the role of financial institutions in shaping an inclusive, low-carbon, and climate-resilient economy.

Manila Observatory was engaged by the ILO as the Technical Consultant Team, led by Atty. Jayvy R. Gamboa, working with the ILO Social Finance Unit and the ILO Country Office in the Philippines, to develop this country report.
MO engaged in policy and institutional analyses and a range of primary data-gathering methods. A Validation Workshop with stakeholders was subsequently held to share findings from the preliminary assessment of the Philippine climate transition dynamics and sustainable finance ecosystem. The workshop featured a mix of plenary and breakout groups discussions.
