The MANILA OBSERVATORY is a Jesuit scientific research institution with research work in the fields of atmospheric
and earth science in the Philippines and the Southeast Asian region. It advocates a science-based approach to sustainable
development and poverty reduction through its principal focus on the areas of climate change and disaster science.
Project Title: Support to the Establishment of the Climate Change Information Management Systems (CCIMS) and Other DENR Information Systems
Unit: Geomatomatics for Environment and Development Laboratory
Duration: The successful candidate will initially be contracted for six months (subject to annual renewal)
TASKS AND RESPONSIBILITIES
- Identify the resources available on the Microsoft Planetary Computer and Azure
- Develop neural-network-based spatial and non-spatial databases of variables, adapting the guidelines for networked geodatabases of maps and metadata
- According to the spatial datasets with matrices and adjusted workflows formulated by mappers, automate the processing of maps using existing or new Python codes
- Through frontend programming, design envisioned high-fidelity wireframes, dashboard(s) and Graphic User Interface (GUI) for the visualization and analyses of maps, charts and matrices towards decision support comprising the following parts:
- National-Local Base Map
- Baseline Thematic Maps
- Development Triggers
- Hindering/Constraining Forces
- Enabling/Helping Forces
- Sustainable Development Goals (SDGs)
- Climate Change Action Plans and Expenditures Tagging for Adaptation and Mitigation (A & M)
- Further develop and debug backend and frontend codes for the required RS-GIS functionalities (i.e., overlays, side-by-side comparisons, indexing, criteria-based and/or hybrid methods)
- Prepare the framework and guidance document for conducting internal and external User Acceptance Testing (UATs) towards version 1 (v1) of the platform at the conclusion of Phase 1
- Participate in and contribute to the Development of Training Modules for training of trainers, capacity building, learning fora, workshops and conferences
- Perform such other functions as may be assigned by the Research Scientists/Consultants similar to, and related to the functions as enumerated above
- Bachelor of Science degree in Science, Technology, Computer Science, Engineering, Mathematics, or any related fields. Masteral units is an advantage
- At least two years of related programming and research experience
- In-depth knowledge of RS-GIS programming and mapping skills, especially using ArcGIS, QGIS and ArcMap
- Works well with a team with good organizational, communication and interpersonal skills
