Severity of Poverty by Provinces in the Philippines

The severity of poverty index in 2000 for the country was 3.4%, only 0.1 percentage point lower than the 1997 index of 3.5%.

Poverty was most severe in Masbate, with a severity index of 10.1%. Saranggani and Mt. Province came next, with 9.7% and 9.3%, respectively.

Poverty situation, on the other hand, was less severe in Batanes in 2000 as it posted a poverty severity index of 0.1%.


Poverty Gap by Provinces in the Philippines

The poverty gap of the country for both 1997 and 2000 was estimated at 8.4%. This value could be thought of as the amount relative to the poverty line that has to be transferred to the poor families to bring their incomes up to the poverty threshold.

In 2000, Masbate has the biggest poverty gap at 22.6%, followed by Saranggani at 19.4% and Maguindanao at 19.1%. Of the 10 provinces with the biggest poverty gaps, 6 were from Luzon and the remaining 4, from Mindanao.


Subsistence Incidence of Poor Families in the Philippines by Province

In 2000, about 13.1 percent of the total number of families (or 2 million families) were considered as subsistence families, a slight decrease of 0.5 percentage point over the 1997 subsistence incidence of 13.6 percent or 1.9 million families in 1997. Roughly, about 13 out of every 100 Filipino families are considered as core poor in 2000. This means that the per capita annual incomes of these families are not sufficient to buy their basic food requirements.
